Meet Paul Perry

Privileged to Serve

It has been my privilege to serve as Ellis County Commissioner for Precinct 3 since January 2013. I am dedicated to being open and accessible to the residents of the precinct and to protecting their wallets and freedoms. The following are a few of my accomplishments as commissioner:
  • Passing a resolution to make Ellis County a Second Amendment "Sanctuary County"
  • Moving to declare Ellis County a Sanctuary for Life, as outlined in a resolution introduced by County Judge Little and unanimously approved by the Ellis County Commissioners' Court.
  • Helping to open the historic courthouse to easier public access 
  • Standing firm against tax rate increases, including proposing and successfully negotiating a greater decrease in the 2019-2020 tax rate than was originally budgeted
  • Initiating the installation of an audio/video system in the courthouse
  • Enhancing road and bridge repairs through the introduction of innovative materials
  • Initiating a more efficient use of labor and resources within the precinct
  • Helping to decrease the dumping of human waste-based sludge in Ellis County
  • Allowing citizens to address the court by topic, rather than limiting them to only addressing the commissioners' court at the beginning of meetings

It was also my honor to serve as an Ellis County Justice of the Peace, Precinct 4, from 1995 to 1999. In that elected office, I was dedicated to providing fair treatment to all in this “people’s court,” and I believe my low appeal rate bears witness to that goal.

A Businessman

I have many years of experience both as an investments manager and as a mediator, allowing me to bring valuable skills to the commissioners’ court. I believe my years as a mediator have been helpful in bringing together residents and businesspeople within the precinct -- all with varying concerns – and finding solutions that are agreeable to all parties. I also have practical experience making financial data understandable to others; I have done my best to keep taxpayers informed about budget decisions and to listen to their concerns.  I watch my constituents’ tax dollars like a hawk and fervently defend their property rights.

Active in local politics and service

I have a passion for defending the U.S. Constitution and for safeguarding our liberties. I am not the sort of person to stand on the sidelines and simply cheer others on or passively wait to see how issues in our society develop. It’s natural that I have been politically active all of my adult life – even going back to my college days.

Involved in the community

While work, family, and political involvement consume much of my time, I do have a variety of other interests, and I pitch in where I can to help our community. I want to continue to make this a strong, vibrant, caring place to live.
  • Optimist Club board member. I have played a role in keeping the Optimist Club pool open, which is a venue for all citizens of Ellis County, both for recreation and water safety.

Active on a state level

I do what I can to make sure conservatives have a voice in the Republican Party. In just one example, in 1994, as a member of the Rules Committee, I helped make sure the delegates could vote their conscience in the state chairman’s race. For the first time, a secret ballot was guaranteed on the floor for state chairman.

Family man with strong ties to the county

I grew up wandering our family’s rural Midlothian property, going fishing, hunting rabbits, dove, and quail, and taking care of cattle and horses. After graduating from Midlothian High School, I attended Baylor University on academic scholarships. I met my lovely bride there, and we soon returned to Ellis County, where we have raised our eight children. We’ve now been blessed with three grandchildren, as well. Those blessings are part of what drives me to look to the future and strive to preserve the liberties we now enjoy.
